Default optional python to off in ebuilds without python3 support

Although several packages still rely heavily in python-2.7, despite it being long past its EOL, some of those are merely optional. I propose then that those packages could have that option defaulting to python disabled, either until python3 is supported or permanently, depending on which comes first! 

Will compile a list of such ebuilds and update this issue for discussion soon...
