Determine if ffmpeg-4 mask can be reversed

      FL-5992 masked out FFMpeg-4 package for future releases.
      This mask is currently blocking the upgrade VLC and other media software updates that depend on ffmpeg.

      With 1.4 release, can we undo this mask?
