To help keep kit branches consistent and avoid having mismatched packages, the merge scripts should be taught to filter the packages going into each branch of a kit explicitly, subsetting or overriding the general *kit-packages file. This might be accomplished by allowing a versioned *-kit{BRANCH}-packages file.
