In Funtoo/linux openrc depends on udev, as in ebuild udev init scripts specified. In order to make progress in FL-34, we want to separate udev runlevel and make udev dependency optional. This is done in gentoo by a sys-fs/udev-init-scripts, thus openrc ebuild is cleaner and make mdev alternative possible, without necessity of udev.

How it looks:
1. set the openrc flag to udev (and make it default, so funtoo stages are built fine:
openrc? ( sys-fs/udev-init-scripts )
2. adopt udev-init-scripts or other possible alternative
3. test stages build and script start-up, so boxes are not hosed.
