Description:
The ebuild for the said kile version expects khtml (5.31 minimum) to be present, but doesn't require it as part of its dependencies.

Workaround:

Simple emerge the current khtml version (today is 5.38.0)

Solution:

Add this package or equivalent to the deps list for this ebuild.
