The sysctl initscript uses /usr/bin/{awk,getconf} , which are not present if /usr is not mounted (and this is the case for me, as it runs before localmount and zfs-mount). It should either depend on localmount or avoid using the binaries.
Adding

rc_need="localmount"

to /etc/conf.d/sysctl makes it start on boot without errors.
