Currently when compiling vulkan-layers I get compilation errors. I inspected these compilation errors and it seems that a rename has happened to the H264 types because the errors recommend changing the type from the one ending in KHR(meaning KhronosGroup official extension) to EXT(meaning a regular extension). Looking trough the versions our vulkan-headers are currently at version 1.3.237. Looking trough the source code the change did appear in 1.3.238 and it seems like we aren't generating 1.3.238 when I tested locally with doit, so this warrants a bug report since a 1.3.238 tag exists in both repositories
