next: llvm-13 needs fixes to be able to build rustc without bugs

    • llvm-13 has some regressions that prevent it from being used to build a 100% perfect rustc. This impacts the build of other packages.

      As documented in FL-10342, building sys-apps/exa with dev-lang/rust with system-llvm enabled and built against llvm 13 fails due to two errors in llvm. The fix is to add these patches to our sys-devel/llvm 13.
