[dev-kit] dev-util/packer Create autogen

      To support the effort to engineer new arm64 and x86_64 Funtoo next Amazon Machine Images (AMI), this is a request to create an autogen for Packer, a tool to build machine images.

      Packer can be used to create far more than just AMIs. We could create LXD, VirtualBox, VMWare, qcow2, and more, so it is a nifty tool to have available for Funtoo development but also generally for users.

      Current version of Packer is v1.8.1
